Kathleen Carrigan - President

Kathleen Carrigan has over 20 years experience in public utility law and public policy, with particular focus on the energy industry. She is an experienced leader and strategic thinker bringing her combined skill set of legal, regulatory, external affairs and communications to help clients develop an overall corporate strategic plan designed to successfully implement their business objectives.

Prior to founding Carrigan + Associates, Kathleen spent eight years as Senior Vice President, General Counsel and Corporate Secretary for ISO New England Inc. She was responsible for the legal, federal and state regulatory affairs of the corporation, including advising the Board of Directors and acting as Corporate Secretary to the Board. In addition, Kathleen developed and implemented the overall annual corporate communications plan that coordinated government affairs, media relations and internal communications.

She joined ISO New England at the advent of electricity restructuring and the creation of the wholesale energy markets. Kathleen was part of the senior management team that designed a successful wholesale energy market, with annual transactions valued at more than $10 billion. Kathleen also helped implement a regional system planning process that resulted in the siting of five major 345-kilovolt lines in New England, and oversaw the expansion of the organization from 100 employees to approximately 450 employees as the scope of its responsibilities expanded under restructuring.

Before ISO New England, Kathleen spent seven years at Southern New England Telephone Corporation (SNET, currently known as AT&T), in New Haven Connecticut, first as senior regulatory counsel, then rising to Vice President and General Counsel. At SNET, she was responsible for presenting traditional utility rate cases before state regulators as well as managing the legal issues associated with the deregulation of the telecommunications industry in Connecticut, which included the appropriate regulatory filings associated with the unbundling of the telecommunications network and negotiation of interconnection agreements with major carriers such as AT&T, MCI and Sprint. In addition, Kathleen was responsible for obtaining the first statewide cable franchise in the country and obtaining state regulatory approval of the $2 billion merger between SNET and SBC (currently AT&T).

Slowey/McManus Communications is a strategic public relations company with a presence in Boston, New York City and Washington, D.C. The company is led by Principal Partners Dominic F. Slowey and James G. McManus and Managing Partner Jeff Roberts. Dom has more than two decades of experience in public relations, government and journalism including client work in electric and telecommunications deregulation, business tax reform and transportation. Jim is an attorney and former newspaper reporter who has helped corporations and non-profit organizations develop successful communications strategies related to their business and public policy goals. Jeff has had a 20-year career in the public and private sectors, most recently as Public Affairs Manager for the New York City Economic Development Corporation. His corporate work has included time as Regional Public Relations Vice President and Director at AT&T Corp., and Director of Media Relations for the AT&T Foundation.

Daryl Owen Associates

Daryl Owen is the founder and President of Daryl Owen Associates, a government relations and strategic consulting firm in Washington, D.C. With more than 25 years of experience working as a staff member in Congress or as a government affairs counsel for clients, he has developed an expertise in energy policy. His clients include several of the nation's premier utilities, as well as numerous domestic and international companies in the nuclear energy industry. Prior to forming his business in 1991, he was the Staff Director of the Senate Committee on Energy and Natural Resources and the Chief of Staff for Louisiana Sen. Bennett Johnston. He received his law degree from Louisiana State University and is Chairman of the Board of Directors of Discovery Creek Children's Foundation.
